The Sam Nunn Bank of America Policy Forum

"Globalization, Technology Trade, and American Leadership:
A New Strategy for the 21st Century"

International high-tech commerce and security was the focus of the "Sam Nunn Bank of America Policy Forum," held March 27, 2000, at The University of Georgia Center for Continuing Education. Entitled "Globalization, Technology Trade, and American Leadership: A New Strategy for the 21st Century," the one-day session featured a number of leaders from academia, government, and the private sector. The forum was sponsored by Bank of America, The University of Georgia, Emory University, and the Georgia Institute of Technology.

Among the topics explored were U.S. technology trade interests, weapons-related dual-use trade and technology transfer, how business and government can work better together, promoting trans-Atlantic and global techno-industrial cooperation, and avoiding ad-hoc and crisis-driven responses and regulations and developing long-term strategy and policy.

The keynote address was delivered by John Hamre, U.S. deputy secretary of defense, with panel discussions and a town hall meeting rounding out the schedule. Other governmental officials and chief executive officers of several corporations participated, including Sen. Chuck Hagel (R-Nebraska); John Holum, acting undersecretary of state for arms control and international security; William Reinsch, undersecretary for export administration in the U.S. Department of Commerce; William Crowell, president and CEO of Cylink Corporation; Bernard Schwartz, chair and CEO of Loral Space and Communication; and Manfred von Nordheim, North American president of DaimlerChrysler Aerospace. Moderators for panel discussions were Arnold Kantor of Scowcroft & Associates; Mitchell Wallerstein of the John D. and Catherine T. MacArthur Foundation; and David McCurdy, president of Electronic Industries Alliance.

The Nunn Policy Forum is held annually and rotates among the campuses of UGA, Emory University, and Georgia Tech. This year's forum was the fourth one, and the second to be held on UGA's campus. The first forum addressed the topic of terrorism; the second, information security; and the third, ethics, character, and values.

Nunn, former U.S. senator from Georgia (24 years, 1972-1996), is currently a senior partner in the Atlanta law firm of King & Spalding. He is also a distinguished professor in the Sam Nunn School of International Affairs at Georgia Tech; chair of the board of the Center for Strategic and International Studies in Washington, D.C.; and co-chair of The Concord Coalition, a grassroots organization formed to educate the public on the nation's fiscal challenges.
