UGA's Walter Barnard Hill Awards for
Distinguished Achievement in Public Service (Outreach)

Six public service faculty/representatives of The University of Georgia were honored for their accomplishments at UGA's Annual Public Service and Extension Conference, held January 25, 1996 at the Georgia Center. The theme of the day-long conference was "Georgia's Changing Human and Economic Landscape: Challenges and Implications for Service and Outreach."

Those recognized through the Fifth Annual Walter Barnard Hill Awards for Distinguished Achievement in Public Service (Outreach) are listed, to the right, with all other Hill Awards recipients over the years.

The conference keynote address was given by Harold L. Hodgkinson, director of the Center for Demographic Policy in Washington, D.C. The sessions also included a luncheon address by Chancellor Stephen R. Portch of the University System of Georgia, a "town meeting" of sites throughout Georgia via telecommunications, and afternoon sessions that explored "The Federal-to-State Power Shift: Meeting the Challenges Ahead" through breakout sessions that addressed economic and community development, environmental and agricultural issues, public education, and health and human services.

The Awards Program

The Hill Awards were established in 1992 to recognize distinguished achievement in public service by faculty members and public service professionals. The major service units of the University and the colleges and schools nominate individuals through a committee appointed by the vice president for services (outreach). The awards recognize significant achievement in areas such as program and project development and management, Extension and public service instruction, technical assistance or consultation, applied research and studies, and instructional or media materials development, among others. The committee considers achievement both of long-term and special impact. Service Award winners receive a permanent salary increase of $2,000; the Hill Distinguished Public Service Fellow receives a permanent salary increase of $3,000 and a supplemental fund for use in the advancement of his or her program or work.

The awards program and the Walter Barnard Hill Distinguished Lecture Series, which was inaugurated in October of 1995 and features outstanding guests from all fields, provide UGA opportunities to acknowledge the many contributions to society made by those in public service, here at the University and beyond. The lecture series and awards program are sponsored by UGA's Office of the Vice President for Services (Outreach).

Walter Barnard Hill, University of Georgia chancellor 1899-1905, is credited with beginning progressive changes to move the University toward modernization. The first University of Georgia graduate to ascend to his alma mater's highest office, Hill, championed the public service "calling" of institutions of higher education. He instituted progressive changes at the University, moving it toward modernization and laying the groundwork for following administrations to complete his plans and build their own.
