WALTER B. HILL AWARDS

for Distinguished Achievement in
Public Service and Outreach

Each year, UGA celebrates the life and accomplishments of Walter Barnard Hill, University of Georgia chancellor 1899-1905, through an awards program (each January since 1992) and a lecture series (each October since 1995) that acknowledge the many contributions to society made by those in public service and outreach, here at the University and beyond. Hill, as chancellor, championed the public service "calling" of institutions of higher education. The awards program and lecture series are sponsored by The University of Georgia Office of the Vice President for Public Service and Outreach.

The 1998 Hill Awards

Presented at UGA's Annual Public Service and Outreach Conference, held January 29, 1998, at the Georgia Center, this year's awards went to the following.

Walter Barnard Hill Public Service and Outreach Awards

Stephen E. Condrey, Carl Vinson Institute of Government; John H. Jeffreys, Fanning Leadership Center; Michael J. Padilla, College of Education; Richard D. Reaves, Institute of Continuing Judicial Education; and Beverly L. Sparks, Cooperative Extension Service and College of Agricultural and Environmental Sciences.

The public service and outreach conference theme this year was "The Role of a Land-Grant, Sea-Grant University in Workforce Preparedness: Focusing on Economic Development in Georgia." The keynote address was delivered by David C. Garrett, III, chairman of Sunbelt International, Inc. and of the Governor's (Georgia) Blue Ribbon Task Force on Workforce Development. Other sessions included a luncheon address by Michael F. Adams, in his first year as president of The University of Georgia, and participant-discussion groups about workforce training and UGA's role in that area in the future.

The Hill Awards were established to recognize distinguished achievement in public service by faculty members and public service professionals. The major service and outreach units of the University and the colleges and schools nominate individuals through a committee appointed by the vice president for public service and outreach. The awards recognize significant achievement in areas such as program and project development and management, Extension and service instruction, technical assistance or consultation, applied research and studies, and instructional or media materials development, among others. The committee considers achievement both of long-term and special impact. Public Service and Outreach Award winners receive a permanent salary increase of $2,000; the Hill Distinguished Public Service and Outreach Fellow receives a permanent salary increase of $3,000 and a supplemental fund for use in the advancement of his or her program or work.

The 1997 Hill Lecture

The third annual Walter Barnard Hill Distinguished Lecture was given on October 23, 1997, by Indiana University President Myles Brand at the Georgia Center. In his address, titled "Breaking Down the Walls - Partnerships and Progress in Higher Education," Brand discussed keys to success in collegiate life - for institutions, as well as for faculty, staff, and students. The lecture will be published in the Summer 1998 issue of the Journal of Public Service & Outreach, a publication of UGA's Office of the Vice President for Public Service and Outreach. Brand and the lecture were featured in the Annual Report Issue 1997 of the Georgia Center Quarterly.
