How the Course Was Developed Course Authors and Contributors The Financial Management Debt Administration course has traditionally been a certification course offered in a face-to-face environment only to local government personnel from the State of Georgia. In 2008, the online version of the Debt Administration was created as a joint effort between the University of Georgia Carl Vinson Institute of Government and the University of Georgia Center for Continuing Education Conference Center & Hotel. Myra Byrd, Public Service Assistant at the Carl Vinson Institute of Government, developed Debt Administration online course content. Myra, a Certified Public Accountant with a Masters of Accountancy degree from the University of Mississippi, instructs governmental accounting and other finance-related courses in state and local government financial management certificate/certification programs. This course was created and administered by the Department of Web Instructional Development, Department of Special Projects and Curriculum Development, and the Department of Professional and Personal Development respectively, at the University of Georgia Center for Continuing Education Conference Center & Hotel.
