How the Course Was Developed

The Financial Management Governmental Accounting program has traditionally been a certificate/certification course offered in a face-to-face environment only to state and local employees from the State of Georgia. In 2003, the online version of this course was created as a joint effort between the University of Georgia Carl Vinson Institute of Government and the University of Georgia Center for Continuing Education Conference Center & Hotel.

Upon release of the online course, numerous requests from governments outside the State of Georgia were received by the Vinson Institute and in January 2007, the online course was launched for national enrollment.

Joseph Delaney developed the Introductory Governmental Accounting, Parts I and II online course content while serving as a senior financial management associate at the Carl Vinson Institute of Government of the University of Georgia (UGA). Upon Delaney's departure from UGA in March 2003, Myra Byrd and Sabrina Wiley Cape, Public Service Assistants at the Vinson Institute, completed additional editing for the course. Myra, a Certified Public Accountant with a Master of Accountancy degree from the University of Mississippi, instructs governmental accounting in state and local government financial management certificate/certification programs. Sabrina, a Certified Public Accountant, leads the Financial Management Programs for the Vinson Institute. Myra Byrd also developed the Intermediate Governmental Accounting course content.

This course was created and administered by the Department of Web Instructional Development, and the Department of Certificate Programs, respectively, at the University of Georgia Center for Continuing Education Conference Center & Hotel.
