How the Course Was Developed

The Financial Management Treasury Management course has traditionally been a certificate/certification course offered in a face-to-face environment only to local employees from the State of Georgia. In 2008, the online version of the Treasury Management course was created as a joint effort between the University of Georgia Carl Vinson Institute of Government and the University of Georgia Center for Continuing Education.

Sabrina Wiley Cape, CPA, developed Treasury Management while serving as a public service associate and Financial Management Program Manager at the Carl Vinson Institute of Government of the University of Georgia. Sabrina, a Certified Public Accountant with a Bachelor's of Business Administration in Accounting from North Georgia College and State University, instructs governmental finance in local government financial management certification programs and other programs for elected and appointed officials.

This course was created and administered by the Department of Web Instructional Development, Department of Special Projects and Curriculum Development, and the Department of Professional and Personal Development respectively, at the University of Georgia Center for Continuing Education.
